Many people assume a familiar, dermatologist-recommended brand must avoid animal testing. But the truth is more complicated and important to understand if you care about both animal welfare and ingredient safety.
While Neutrogena is not recognized as cruelty free, the explanation goes beyond a simple yes or no. The brand’s testing policy includes language that can be misleading unless you understand how international regulations work. We’ll unpack that nuance shortly.

Neutrogena is known worldwide for its cleansers, moisturizers, sunscreens, and acne treatments.
Their marketing often highlights dermatologist recommendations, “clean” results, and scientific formulas. You’ll find Neutrogena in drugstores, grocery stores, beauty supply shops, and in many international markets—including regions where products must comply with local regulations.

Does Neutrogena Test On Animals?
In short: Neutrogena is not certified cruelty-free, and the brand does test on animals in certain situations.
While Neutrogena states that they don’t conduct animal testing on their own in most regions, they do allow products or ingredients to be tested when required by law. This is the case in mainland China, where imported cosmetic products may undergo animal testing as part of regulatory compliance.
Because Neutrogena chooses to sell in markets where governments or laws require these procedures, the brand cannot be considered a cruelty free brand, nor can it meet the Leaping Bunny standard.
Neutrogena Animal Testing Policy
Understanding Neutrogena’s animal testing stance requires looking at where the brand sells its products and how it responds to government regulations. While Neutrogena publicly expresses support for alternative testing methods, its global distribution shapes the reality of its policy. This is especially true in regions where products tested on animals may still be a trade requirement.
Sells Products Where Testing Is Required By Law
First, Neutrogena sells products in China, where post-market testing can still occur. This means Neutrogena knowingly enters markets where animal testing may be conducted by regulators, which is why the brand engages in animal testing indirectly.
Allows Third Parties To Test When Legally Required
Second, Neutrogena states that they avoid animal testing unless a government or law requires it. In these cases, regulatory authorities—not Neutrogena—perform the tests, but the outcome is the same: animals are used for safety checks on products or ingredients.
Not Certified By Leaping Bunny Or Cruelty Free Organizations
Third, because Neutrogena participates in markets requiring testing, Neutrogena is not certified by Leaping Bunny or any recognized cruelty free program that prohibits animal testing under all conditions.
Uses Alternative Testing Methods When Possible
Last, Neutrogena says they support alternative testing methods, and most testing is done without using animals. However, since they still allow it in a rare situation (e.g., China), the company cannot be considered cruelty-free.

Is Neutrogena Safe?
Now let’s talk about safety. In my view, many Neutrogena products contain ingredients I personally avoid. Here’s a closer look at four of their most popular items.
Fresh Foaming Cleanser

Due to several surfactants (cleansing agents) in the formulation, this cleanser is likely to generate a lot of foam and lather. They include sodium laureth sulfate, cocamidopropyl betaine, decyl glucoside, lauryl glucoside, and sodium lauroyl sarcosinate—which is, in my opinion, way too many for one product. In addition, there are other ingredients of concern:
- Cocamidopropyl Betaine: A cleansing agent derived from coconut oil; may contain small residues of impurities such as DMAPA, associated with skin sensitization in some cases. (Learn more about this ingredient in my blog post on Cocamidopropyl Hydroxysultaine.)
- Sodium Laureth Sulfate: An ethoxylated ingredient, whose manufacturing involves using carcinogenic chemicals; hence, it may contain traces of these chemicals. (Learn more in my blog post on such ethoxylated ingredients like polysorbates.)
- Glycereth-7: An ethoxylated ingredient (see above)
- PEG-120 Methyl Glucose Dioleate: An ethoxylated ingredient (see above)
- Laureth-4: An ethoxylated ingredient (see above)
- Phenoxyethanol: This preservative may contain residues of chemical impurities from the manufacturing process and may also damage the glands that help your eyes retain moisture. (Learn more in my post Is Phenoxyethanol Safe?.)
- Fragrance: The ingredients of fragrance are not disclosed; potentially, they may include allergens, sensitizers, and endocrine disruptors. (You can learn more from my blog post Hypoallergenic Perfumes.)
Rapid Wrinkle Repair Night Face Moisturizer

While this night face moisturizer contains retinol, sodium hyaluronate and ascorbic acid, known for skin-supporting properties, potential risks caused by some of the ingredients of concern can outweigh their benefits, in my opinion:
- Polysorbate 20: An ethoxylated ingredient that may end up with traces of carcinogenic chemicals used in the manufacturing process. (You can learn more in my blog post What Are Polysorbates?.)
- Ceteareth-20: An ethoxylated ingredient (see above)
- Laureth-7: An ethoxylated ingredient (see above)
- Synthetic Wax: A petroleum-derived ingredient whose physical properties are similar to those of petroleum paraffin wax; the European Commission bans paraffin if it contains more than 0.005% of potentially carcinogenic benzo[a]pyrene (source).
- C13-14 Isoparaffin: Same concerns as with synthetic wax.
- Polyacrylamide: Concern about potential contamination with carcinogenic acrylamide.
- Fragrance: An undisclosed mixture of ingredients; may contain petroleum-derived, allergenic, and even endocrine disrupting ingredients. (You can learn more in my blog post Is Natural Fragrance Safe?.)
- Phenoxyethanol: May contain residues of chemical impurities from the manufacturing process as well as may damage the eye glands that help retain moisture. (Learn more in my post Is Phenoxyethanol Safe?.)
- Chlorphenesin: Along with phenoxyethanol, this preservative can do harm to the meibomian gland cells (that produce the oil protecting your eyes) and is considered to be skin irritating (source and source).
- BHT: Concern aboutpotential endocrine disruption (source).

In addition to some other ingredients of concern (in my opinion), the two big red flags in this daily face moisturizer are chemical UV filters and retinol (vitamin A):
- Avobenzone, Homosalate, Octisalate, Octocrylene: Chemical UV filters with potential sensitizing and environmental concerns. (You can learn more in my blog post List Of Harmful Chemicals In Sunscreen.)
- Retinol: While helpful as an age-supporting ingredient, it is controversial in daytime skincare products. The concern stems from a 2012 study by the National Toxicology Program (NTP), indicating that mice exposed to retinyl palmitate (a form of Vitamin A like retinol) and UV radiation developed more tumors and lesions compared to mice not treated.
- Polysorbate 20: An ethoxylated ingredient that may have residues of carcinogenic chemicals involved in its manufacturing process. (Learn more in my blog post What Are Polysorbates?.)
- Steareth-21: An ethoxylated ingredient (see above)
- PEG-100 Stearate: An ethoxylated ingredient (see above)

- Chlorphenesin: Along with phenoxyethanol, this preservative can do harm to the cells that produce the oil protecting your eyes and is considered to be skin irritating (source and source).
- Fragrance: A blend of undisclosed ingredients; may contain allergenic and even endocrine disrupting ingredients. (For more information, refer to my blog post Is Natural Fragrance Safe?.)
- Styrene/Acrylates Copolymer: Potentially sensitizing, especially for people with pre-existing sensitivity to acrylates (source).
- Acrylates/C10-30 Alkyl Acrylate Crosspolymer: See above.
- BHT: Linked to potential endocrine disruption (source).
Rapid Wrinkle Repair Retinol Eye Cream

Lastly, I would not use this eye cream (especially in the morning because it has retinol) due to the following ingredients of concern, in my opinion:
- Polysorbate 20: An ethoxylated ingredient that can contain trace amounts of carcinogenic byproducts left over from the manufacturing process. (For more information, refer to my blog post What Are Polysorbates?.)
- Ceteareth-20: An ethoxylated ingredient (see above)
- Laureth-7: An ethoxylated ingredient (see above)
- Synthetic Wax: A petroleum-based ingredient that behaves much like paraffin wax; in the EU, paraffin is banned if it contains over 0.005% of benzo[a]pyrene, a potentially cancer-causing impurity (source).
- C13-14 Isoparaffin: Same concerns as with synthetic wax.
- Polyacrylamide: Potentially contaminated with carcinogenic acrylamide.
- Phenoxyethanol: It may carry trace impurities from the production process and can potentially disrupt the eye’s moisture-retaining glands. (Learn more in my post Is Phenoxyethanol Safe?.)
- Chlorphenesin: Like phenoxyethanol, this preservative may irritate the skin and can harm the oil-producing cells that help protect your eyes (source and source).
- BHT: Associated with potential endocrine disruption (source).
- Retinol: Okay to use at night, but I would not use it in the daytime skincare products due to concerns about its potential carcinogenic properties when exposed to the UV light.

Neutrogena Cruelty Free Alternatives
How can you substitute the products above – are there non-toxic and cruelty-free alternatives? Yes, there are!
Face Cleanser
First, my favorite facial cleansers are as follows:

Second, my favorite non-toxic, anti-aging, and cruelty-free night creams include:

Hibiscus sabdariffa flower acid provides rich moisture, and hibiscus flower extract enhances texture and radiance.
